It depends on the regions. My in-laws live in the rural Ottawa region, and they only pick up paper products. So check with your city; they should have some sort of brochure.
My parents were in France in March, and now, stores no longer give out plastic bags. Europe is a lot greener than North America in that regard!

I don’t keep newspaper because it’s not the best for packaging breakables (it gets recycled). There has to be a little bit of give in the box and newspaper crumpled up doesn’t always have that much give, or it has too much. I don’t keep those air filled balloon things. I always pop them and throw them out. They are pretty worthless for breakables too.
I have lots of bubble wrap and packing peanuts that I keep in garbage bags in the bathtub of my spare (yellow, lighthouse) bathroom. I keep all reusable cardboard boxes (some are too beat up and I recycle those) and have them sorted by size and stored in my packing room and spare bathroom.
I have tape, labels, scissors, and pens all in a little basket in the same place so it’s real easy to pack stuff up and pile it up to ship it out.
As far as our personal lives are concerned, we recycle or compost everything we can. We don’t have to pay for our garbage pick up, but we have to buy the bags (and they’re not cheap), so the less we use them, the cheaper it is for us. If we can put something in the recycling box or compost heap, it doesn’t have to go in the expensive bag.

Yeah, I wish that North America would catch up! WE just got a mandatory curbside recycling program approved here. It’ll start next year. And my area doesn’t recycle stryo, bummer. 😕
