          It probably has to do with the gambling rules. Raffles have certain rules and any regular joe cant just go use a site that isnt theirs and do a raffle. I could be wrong, though. 🙂

                I think e-bay is still a CA based organization and I can asure you the word Raffle is illegal in CA since it does infer gambling
                the word drawing is OK though
