Production, THIS is the blue color windstone needs! Get rid of something like Gold or EmPea and replace it with this!

I thought the Blue Ice on the Spectral was too much of a good thing; it definitely suits this Emperor though.

A black background makes for a good contrast, but the “ice” is much more apparent on your lighter background.

About 70% of that pegasus is reflection in that picture. The only way to see his true color is to hold him under medium lighting, away from all other surfaces.
