The laws in the US state that it’s illegal to own, trade, sell, etc etc either in part or whole any federally protected migratory bird*. Rare has nothing to do with it. This is a federal law so it does not vary from state to state, and it’s taken quite seriously. The list is very, very long:

The exception are gamebird species such as some ducks and geese, etc. You may then, with proper licenses and tags, own a legal limit of these birds if taken legally (meaning nicely, that if you legally hunt them and shoot them during season then you can keep them). You still can’t trade or sell them though.
